A set of guidelines relating to handling of renewal of mining lease (RML) cases has been issued vide Steel & Mines Department Letter No.6346/SM,dt.1.1.2009.The verification has already started & resulted in suspension of mining activities of 163 mines for non-compliance of statutory clearances and certain violations. They have been issued show cause notices and appropriate orders will be passed after due scrutiny.

  • Similarly, the trade & storage licenses under OMPTS Rules,2007 are being verified for violation of terms and conditions and so far 682 such licenses have been suspended. Verification of the remaining licenses is being conducted. The licenses under suspension have been issued show cause notices and appropriate orders will be passed after due scrutiny.
  • To check illegal mining in inter-state bordering areas, the respective State Governments are being moved to extend cooperation for detecting illegal mining and transportation. The Hon'ble Chief Minister, Jharkhand has been requested by Hon’ble Chief Minister vide his D.O.No.UM-96/10-115/CM dt.17.3.2010 to extend his wholehearted cooperation to put in place joint committees at State and district levels to check illegal movement of ore across the State border
  • Inter-agency coordination: It has been felt necessary to have regular coordination meetings with various Central agencies like East Cost Railways, Paradeep Port Authority and Central Revenue agencies with a view to check violations and regulate the mineral administration, with particular reference to ore transport and export.The first such meeting held on January,06,2010 under the Chairmanship of the Chief Secretary .Such meeting shall be held at regular intervals. Further Notification No.1428/SM dt.8.3.2010 has been issued constituting a committee drawing officers from Railways, Ports and State Govt. departments to study the entire system of transportation of ore by railways and export of ore through ports and suggest procedures to be put in place in order to check illegal activities.
  • The State Government has issued guidelines for payment of reward to the officials and informers helping in detection and seizure of minerals illegally mined/transported/stored etc. vide Steel & Mines Department Notification No.6576,dt.14.l0.09.
  • The Government is finalizing amendments to OMMC Rules,2004 to check loopholes and make enforcement operations more effective.
  • Prevention of illegal mining over non-leased mineral bearing areas:- In Addition to upgrading the system of regulation of mining & related activities over leased areas, the State Government has also been focusing on preventing illegal raising & dispatch of ore from non-leased areas. This amounts to theft under the provisions of IPC and therefore, appropriate action has been initiated against criminals involved in such acts.

During the financial year 2009-10, 840 cases of illegal extraction, storage and transportation of coal, iron ore, manganese ore, chromite, fireclay, quartz etc. to the tune of 34638.734 MT and 484.736 Cum and 405 Vehicles were seized in such activities and Rs.7,47,61,532/- was realized on account of compounding fee, penalty and cost of minerals.

In order to streamline the weighment of minerals dispatched from mines, the Government has taken steps to club the mines of Joda sector into 8 clusters designating weighment in specific weigh-bridges. Further, to stop illegal mining and mineral, out of total 2738 licenses issued, 2599 licenses have been verified by 31.1.2010, 549 licenses have been suspended and 79 licenses cancelled owing to various violations of licenses conditions. Moreover, mining operations in 163 mines have been suspended as these mines did not have required statutory clearances for legal operation of the mines.

During the period, Chemical analysis of 30634 minerals/ore samples consisting of 42044 constituents were undertaken by the Analytical Laboratory of the Directorate of Mines. An amount of Rs.51.86 lakhs was collected on account of analysis charges of commercial samples.

Collection of Mining Revenue

Mining Royalty is an important source of revenue for Orissa. The collection of mining revenue has steadily increased over the years. The collection of mining revenue for the last 5 years and current year is indicated below.
